Justice Berger conducted the Mackenzie Valley Pipeline Enquiry more than a decade before David Crombie elaborated on and used an ecosystem approach to consider the future of the Toronto waterfront. Evaluate and illustrate the extent to which Justice Berger used principles of the ecosystem approach.
