Unit 5
Articulating the Service’s Character and Direction: Strategic Management

Overview

Unit 5 examines the role of managers in developing and implementing organizational strategic objectives. The ultimate success of any organization depends on how well it can articulate a strategic direction and set clearly defined and attainable objectives. From a managerial perspective, the true challenge lies not in the developmental process, but in implementing the resulting objectives. Unit 6 thus begins by analysing the process by which an organization sets its strategic direction, and then moves on to examine the concept of strategic management. It also considers the role and importance of mission and value statements, clear and measurable performance outcomes, empowered teams, organizational coordination of strategic initiatives, and strategic thinking as a core management competency.

Learning Objectives

When you have completed Unit 5, you should be able to achieve the following learning objectives.

  1. Recognize the factors that prevent an organization from articulating and implementing strategic objectives.
  2. Discuss the role of managers in both implementing and stifling organizational strategic objectives.
  3. Analyse the interrelations between front-line officers and management during a process of strategic management.
  4. Describe various aspects of strategic management, including its benefits and shortcomings.
  5. Assess the viability of an organization’s strategic plan.
